After having been exposed to Belgian chocolate for many years, I must admit that it is the best I have tasted to date. Where do you think the best chocolate is manufactured?
Hershey’s. It’s so much better than Australian chocolate (Cadbury’s), because it has less milk and more cocoa.

I’m also a fan of Belgian chocolate… They are delicious.
You may want to treat yourself to this book, and find answer to your question within. It’s called "The Connoisseur’s Guide to Chocolate: Discover the World’s Finest Chocolates" written by Chantal Coady.
Ms Coady is the owner of Rococo, one of London’s finest chocolate boutique, and the creator of the Chocolate Society, so she knows what she’s talking about.
The book is a guide to the world’s best chocolate makers (both bars and chocolatiers).

Belgium chocolate is sooooo good. I always go to trader joe’s and grab like 2 bars of their pound plus milk chocolate. yum yum!
